В статье исследуются актуальные проблемы выявления, раскрытия и расследования преступлений, связанных с современным наркобизнесом. На основе анализа статистических данных за 2025 год и отдельных материалов 2026 года, судебной практики и сообщений средств массовой информации рассмотрены особенности дистанционного сбыта наркотиков, использования цифровой инфраструктуры, электронных средств платежа и межрегионального распределения преступных функций. Выявлены трудности установления организаторов, финансовых операторов и выгодоприобретателей наркобизнеса, а также объединения цифровых, финансовых и предметных доказательств. Предложено дополнить статью 154 УПК РФ специальным условием выделения уголовного дела в отношении отдельного исполнителя, ввести межведомственный паспорт цифровой наркосети и установить сроки обмена информацией между регионами. Обоснована необходимость проведения 90-дневной проверки восстановления выявленной преступной инфраструктуры после направления уголовного дела в суд. Сделан вывод о необходимости оценивать эффективность расследования не только по количеству задержанных лиц и массе изъятых наркотиков, но и по степени фактического разрушения организационных, цифровых и финансовых связей преступной сети.

This article examines current challenges in the detection, solution, and investigation of crimes associated with the modern drug trade. Based on an analysis of statistical data from 2025 and select materials from 2026, as well as judicial practice and media reports, the study explores the specifics of remote drug distribution, the use of digital infrastructure and electronic payment systems, and the interregional division of criminal roles. It highlights the difficulties in identifying the organizers, financial operators, and ultimate beneficiaries of the drug trade, as well as the challenges of integrating digital, financial, and physical evidence. The author proposes amending Article 154 of the Code of Criminal Procedure of the Russian Federation to include a specific provision for severing a criminal case against an individual perpetrator; introducing an interdepartmental "digital drug network profile"; and establishing clear timeframes for information exchange between regions. The study substantiates the need for a 90-day follow-up review—conducted after a criminal case has been sent to court—to determine whether the dismantled criminal infrastructure has been restored. It concludes that the effectiveness of an investigation should be evaluated not merely by the number of individuals arrested or the quantity of drugs seized, but by the extent to which the organizational, digital, and financial links of the criminal network have been effectively destroyed.
