Исследуются соотношение президентского политического руководства, конституционной координации, общего руководства Правительством и юридически обязательного администрирования; место Государственного Совета среди органов публичной власти; правовая природа его решений и комиссий. Доказывается, что президентская координация конституционно допустима при условии сохранения компетенции парламента, Правительства, субъектов Федерации и местного самоуправления. Предлагается разграничить четыре режима воздействия Президента, установить требования к поручениям межуровневого характера, закрепить правовые последствия решений Государственного Совета и усилить парламентскую и судебную проверяемость стратегических решений. Разработан тест допустимой координации, включающий законность цели, компетенционную связь, процедурную определенность, ресурсную обеспеченность, соразмерность и возможность контроля.</p></abstract><abstract xml:lang="en" abstract-type="summary"><p>The article examines the transformation of the coordinating function of the President of the Russian Federation after the 2020 constitutional reform and the institutionalization of the State Council. It analyzes the relationship between presidential political leadership, constitutional coordination, general direction of the Government and legally binding administration, as well as the legal nature of the State Council, its decisions and commissions. The study argues that presidential coordination is constitutionally permissible only where the competence of Parliament, the Government, constituent entities and local self-government is preserved.
